
The Neptune Park Association is a self-governing coastal community in New London, Connecticut, formally incorporated by the Connecticut General Assembly in 1933 and composed of all property owners within its historic shoreline boundaries.
Who We Are
Neptune Park is a traditional beachfront neighborhood of 88 homes along Long Island Sound, where multiple generations of families share both the natural beauty of the shoreline and the responsibility for preserving it. All owners of real estate within the Association’s defined limits are members, and each parcel has one vote, reinforcing a community model in which the Association truly belongs to its property owners.
Our Origins and Charter
The Association was created “by the name of the Neptune Park Association” through a special act of the Connecticut legislature in 1933, establishing its territorial limits between Ocean Avenue, Pequot Avenue, and the waters of Long Island Sound. The Charter provides for an elected Board of Governors, annual meetings on the fourth Saturday in June, and the authority to adopt bylaws, levy a limited mill rate tax, and manage shared concerns such as health, safety, and nuisance abatement within the community.


Governance and Responsibilities
A Board of Governors, elected by the membership for staggered three-year terms, oversees the Association’s budget, maintenance priorities, and enforcement of bylaws, rules, and regulations adopted by the community. Using the powers granted in the Charter, the Board may address sanitation and safety issues, protect the open beach above high water mark, enforce applicable New London zoning and health ordinances, and appoint officers, a tax collector, and legal counsel to carry out the Association’s work.
Stewardship and Community Life
Neptune Park’s purpose is to safeguard property values and the quality of life by maintaining common areas, managing beach access, and encouraging the cooperation of owners, tenants, and guests in caring for homes, grounds, and shared waterfront spaces. Through its bylaws and community traditions, the Association seeks to keep the Park attractive, safe, and welcoming, so that current residents and future generations can continue to enjoy this distinctive shoreline neighborhood.
